The BC-WIB achieves its goals through the activities that occur at a Committee level.
STANDING COMMITTEES
The EXECUTIVE Committee Acts on behalf of the general WIB assembly on all administrative issues related to the work of the Board and the Bucks County workforce investment system. The Executive Committee defines the BC-WIB’s mission and develops the vision, its goals and polices for comprehensive strategic workforce development. The Executive Committee assures that the Bucks County workforce investment system is performance-driven and market-based and meets the needs of our local are and insures compliance with the Workforce Investment Act. The Executive Committee recruits and provides orientation to new BC-WIB members, manages the corporate By-Laws, and provides leadership and guidance to BC-WIB Standing and Special Committees.

The FINANCE Committee The Finance Committee is responsible for the fiduciary oversight of the BC-WIB public grants/funding streams including: Workforce Investment Act Title I (Adult, Dislocated Worker, and Youth), Rapid Response, Industry Partnership, Incumbent Worker, Department of Public Welfare, Self-Employment Assistance and other specific grants applied for by or on behalf of the BC-WIB. The Finance Committee ensures appropriate and allowable activities are planned and executed in accordance with each funding streams’ inherent policies. The committee is responsible for reviewing budget and financial information contained in proposals received through the Request for Proposal process and making recommendations of awards to the full membership of the BC-WIB.

The PLANNING Committee
The Planning Committee is responsible for the regional and strategic planning which includes: Preparation of the local WIA Title I Services strategic plan, regional data analysis of the local employment outlook to determine current and anticipated workforce needs, coordination with economic and educational partners to identify leveraging and resourcing opportunities, identification of the High Priority Occupations appropriate for investment of employment and training dollars, and reviewing and approving all requests for BC-WIB endorsement of grant/funding applications from partner or community organizations.

The SYSTEMS PERFORMANCE & OPERATIONS Committee
The SYSTEMS PERFORMANCE & OPERATIONS Committee is responsible for the implementation and coordination of workforce investment programs including core services, intensive services and training programs, as defined in Title I of the Workforce Investment Act. This Systems Performance Committee provides oversight and direction to the operations of the CareerLink system. The Systems Performance Committee is responsible for the development of the standards and criteria for Bucks County’s workforce investment system by: conducting the analysis necessary to negotiate the performance standards for Bucks County; design and oversight of customer satisfaction measures and makes recommendations for appropriate continuous improvement strategies. The Systems Performance Committee is responsible for making recommendations for award of Core, Intensive and Training Services contracts to the BC-WIB.

The Local Management Committee The Local Management Committee as designated by the Department of Public Welfare programs funded for Temporary Assistance to Families (TANF) recipients, the LMC is responsible for the oversight and management of the programs operated within the Bucks County local workforce investment area. The LMC is responsible for recommending employment and training programs and activities targeted to TANF recipients to the BC-WIB on an annual basis.

YOUTH COUNCIL
Youth Council
The Bucks County Youth Council is charged with addressing the needs of the emerging workforce and creating the linkage to the BC- WIB’s workforce activities. The Bucks County Youth Council is responsible for:
Developing the portions of the strategic plan relating to youth
Recommend eligible providers of youth activities to the BC-WIB to be awarded grants or contracts on a competitive basis to carry out youth activities
Conduct oversight with respect to the eligible providers of youth activities
Coordinate youth activities and leverage resources to effectively serve the youth residents of Bucks County.
Youth Council members are appointed by the BC-WIB and are approved by the Bucks County Board of Commissioners.
