History
History: The 105th United States Congress enacted into Law (Public Law 105-220) the Workforce Investment Act of August 7, 1998 to “consolidate, coordinate, and improve employment, training, literacy, and vocational rehabilitation programs in the United States.
Title I, §117, of the Workforce Investment Act established in each local area a local workforce investment board charged with policy making and governance of workforce investment and development activities in a defined area, allowing the Board to ensure that investments are locally driven. In the Commonwealth of Pennsylvania, there are 67 counties and 22 established Workforce Investment Boards.
Locally: The Bucks County Board of Commissioners appoint the Bucks County Workforce Investment Board, Inc. members, selecting these dedicated volunteers who commit their time and talents to strengthening our local workforce. The work of the BC-WIB is to ensure that the Bucks County workforce system, covering numerous agencies and multiple disciplines, meets both employers’ needs for skilled workers and workers’ needs for career and economic advancement. The BC-WIB oversees the development of partnerships with employers, economic development and educational agencies and other programs to leverage all local resources available to the benefit of the local workforce.
Membership Composition: The BC-WIB, in accordance with the Workforce Investment Act, is comprised of 51% private sector (employer/business) members, at least two representatives of local educational entities, labor organizations, community-based organizations, and economic development agencies and PA CareerLink Bucks County Partners and investors.
Fiscal Agent: The Bucks County Board of Commissioners exercised their right in accordance with Section 117 (d)(3)(b)(II) of the Workforce Investment Act and have designated the Bucks County Workforce Investment Board, Inc. as the Fiscal Agent for all funds received under Title I of the Workforce Investment Act and other employment and training funds allocated to the Bucks County Workforce Investment Area. The Fiscal Agent is responsible for the procurement, contracting, monitoring, and accountability reporting of all services and programs operated by or with employment and training funds.
Organizational Construct: The BC-WIB became incorporated on January 10, 2007 and is a designated 501(c)3 not-for-profit organization.
