The Bucks County Workforce Investment Board, Inc. with assistance from the Bucks County Youth Council and/or the Bucks County Local Management Committee and pursuant to the requirements and conditions of the Workforce Investment Act (PL 105-220), enacted August 7, 1998, the implementing regulations, and the Policies and Procedures of the Commonwealth of Pennsylvania, Department of Labor, Bureau of Workforce Development Partnership, solicits program services through a competitive Request for Proposal process.

Eligible applicants (Service Providers) include for-profit and non-profit organizations, educational entities, community service providers, and/or accredited training providers with demonstrable ability and experience in designing, implementing, and administering successful workforce development programs targeted to specific populations.

Instructions for submitting proposals are included in each RFP. Interested parties must complete the proposal package (one original and five copies) as instructed and submit it without exception by 3:00 PM on the specified due date at the BC-WIB office, 1268 Veterans Highway, Bristol, PA.

A pre-bidders conference is held approximately six weeks prior to the proposal due date. Service Providers are strongly encouraged to attend these conferences.

The selected Service Provider will be compensated with Workforce Investment Act (WIA) funds and/or Department of Public Welfare (DPW) funds, and/or Temporary Assistance to Needy Families TANF Youth funds.

The BC-WIB retains the right to extend any contract for up to 12-24 additional months based on achieving 80% performance during the contracted year and fund availability.

Contract awards will only be made to Service Providers who:

  • Sign and adhere to certifications and regulations as described in the RFP appendices.
  • Are in compliance at the time of award, and maintain compliance to, all regulations of the Americans with Disabilities Act.
  • Are in compliance at the time of award, and maintain compliance to, all fiscal regulations under the Single Audit Act.
